The circle says "applicable on all plans". so it should Include Home & Business plans as well. However if you are still in doubt contact your nearest local exchange.

yesterday only, Bsnl Rajasthan circle has sent SMS to all its subscribers with exact wordings as given in above Circular.

Rest assured the circular is authentic. As a precaution, you should wait for some more time. as Different circles would announce this soon.

Surely, they can’t deny a official circular, if they do they should have a solid reason behind it.

As you applicability, it is applicable for you. As your connection is older than 6months

I am not aware of any Unlimited download offer, the only offer currently from BSNL is “Double Usage”.

also, the msg i got from bsnl is:

1) This offer is valid all over india, still if your local denies you . give them circular no. No: 64-03/08 Broadband Dated: 22.10.2008.
This is official circular and nobody can’t deny it

2)In order to qualify for Double Usage limit in Nov 08, your connections should be active from *May 1, 2008* without any disconnection or suspension.

A plan change does not count.

Now they have given me a bill of 4.3k+. My father talked to them and they said this scheme does not apply to my plan(Home 500).

Same happened with me, with when they saw the circular they immediately realized their mistake and fixed it.
